Title:
  Tools -> Song Usage Tracking -> Toggle Tracking doesn't work

Status in OpenLP:
  In Progress

Bug description:
  Clicking Tools -> Song Usage Tracking -> Toggle Tracking doesn't work.
  However, clicking the red / green button in the footer of OpenLP does work. I addition, clicking the button in the footer updates the state of the menu item from checked to unchecked and vice versa.
