It does work but it is not a global setting.
When a service item is created it can have a "will auto start" added to it.  This is what the setting does and as it is a media setting it ls scope is confined to the media plugin.

The service item (in the service) will now auto start or not depending
on where the setting was when it created the service item.  This can be
toggled in the service manager on a per item basis.

This setting was added to make media work when running shows where
instance starts are often wanted and having two clicks is not
acceptable.

  "Start Live items automatically" (Media) setting does not work
  properly

  New

Bug description:
  - When sending video to live, it starts automatically regardless 
    if the setting "Start Live items automatically" is  ticked or 
    not if display is unblanked.

  - When this setting is enabled, it automatically unblanks
    display even if the setting for this is disabled.
   (Unblank display when adding new live item)
