  Unable to save Panel visibility If View > Mode is set to "Setup" or
  "Live"

Status in OpenLP:
  New

Bug description:
  If View > Mode is set to "Setup" or "Live" changing visibility of
  panels does not get saved and is reset to  "Setup" or "Live" depending
  on which mode is used on next startup.

  Trunk rev 2632 aka 2.4 series Win 8.1
