[Question #576452]: "Latest" development version is obsolete?

I'm a very experienced Windows user and I do a little hobby-level coding.  I was going to check out the latest Development build for Windows and offer any relevant feedback that I could (I read somewhere that you're light in the Windows testing department).

The latest Windows stable build is 2.4.5, and the latest development build is 2.3.3 (https://openlp.io/downloads.html) - is that correct? I thought the latest development build would be newer than the latest stable.  o_O
