[Bug 1843093] [NEW] trunk V2898 custom tags are not working

I tried two of the custom tags that work in 2.4.6 and are in the manual
and they both did not work. The first was the `Font Size Up` and the
second was the `Column Right`
to recreate:
1. create the custom formatting tags as outlined in the manual
2. put a song in the service
3. edit the song in the service by adding a Red font to a full line of a song verse
4. add one of the custom formatting tags to a different full line of a song verse
5. save your changes and verify you see the tags around the lines in the song
6. save the song
7. view the song on the Live song.
You should see the Red line has a font color of red, but the custom
formatting tags have had no effect
I verified the same thing happens on the preview area and if the edit
happens from the library
