This is an arbitrary maximum value but as OpenSAND purpose is to emulate 
satcom this is enough for the maximum delay of 250ms corresponding to a 
geostationary satellite.

If you wish to increase the maximum value, consider modifying the 
relevant XSD file from opensand-core/conf/xsd or directly in 
/usr/share/opensand.
