I can confirm this, but it only happens if you put transitions back to
back on the timeline.

Here is a quick way to check this: import a couple of images and use the
"Add to timeline" function. Choose a transition and fill in 3.5s for the
length (assuming the standard length of an image is 7s). If you
playback, the first transition isn't working. The second one works, but
in the wrong direction. The third doesn't work, etc.

If you do the same but fill in 3.4s for the transition length, all is
fine.

If you put more than 3.5s for the length the result is a big mess, so it
would be nice if the transition length can not be more than half of the
image length.

Bug description:
  Openshot version 1.3.1
  I am trying out OS.
  Imported a few images and lined them up on Track 2.
  Add transition "fractal1" to snap to end of first image. Direction is "down".
  Play - it works fine.
  Add transition "fractal1" to snap to start of second image. Direction is "up".
  Play - first transition does nothing but second work correctly.

  If I remove any of the transitions. The other one works correctly.
