I've got this exact problem; seems like it's not fixed at all.
OpenShot 1.3.0, German Ubuntu 11.10.

Bug description:
Hi Jonathan
I just added one mp3 song on the timeline and wanted to decrease the volume of the sound but the sound just disappears. Only a setting of 100,00 works and a lower value will not give a sound.
Fading in and out is not a problem.
Some errors like this appears in the terminal, I don't know that these has something to do with my problem:
