We have deferred this effect since a while because he was not available in the Frei0r-plugins. Since this time, we have done an ask to Ubuntu for update their package but I don't know if he is present in Oneiric or in Pangolin. 
However, Like Pangolin will come in a short time, what must do with this one ? To Include or not in this milestone ? 
What do you think about this particular situation ?

  A user of the French Ubuntu-fr have asked if we could implement the effect Fisheye  for having this beautfiful effect (i must said tht yes) in a future version of Openshot.
