This is a Frei0r colour effect that doesn't provide any adjustment
parameters. I guess results will be dependent on your source material,
but the frei0r description is "Equalizes the intensity histograms".

But here is a visual example of the resulting effect:

So, in short, there are no settings to change on this effect. It's
either on or off.

  At least on my system, the Equalizer effect has no settings. I don't
  really know what the effect is for, but I guess I should be able to
  change something there.
