[Bug 630649] Re: Exporting a different frame-rate messes up IN and OUT frames

 

Normal in your case, you have a input file at 20 fps and you want an output file at 25 fps. 
 Try to update your version of Openshot and MLT too.

First upgrade to the last version 1.4.2.

Bug description:
  When editing a video in OpenShot using a certain frame-rate, the
  export does not work correctly if you are exporting to a different
  frame-rate.  For example, if my default profile is NTSC (i.e. 29.97
  fps) and I export to PAL (i.e. 25 fps), all of the IN and OUT points
  are incorrect, and the entire project is messed up.
