Hi,

First, Openshot doesn't provide this library but they are needed to use modern formats and to have a total utilisation of Openshot.
 
You can have them to add the Debian multimedia repository. If my memory is yet good it his old name was repository Marillat that you can find here : http://deb-multimedia.org/
