You can use the trim tool to adjust the length of a clip, see here:

http://openshotusers.com/help/1.3/en_GB/ar01s04.html#sect2_15

This tool will be selected automatically when we re-engineer the
timeline.

Title:
  Add resizing handles to clips

Status in OpenShot Video Editor:
  New

Bug description:
  Adding a resize handle on each edge of clips would make it much easier
  to adjust their length.

  Right now, I have to right click the clip, choose Properties, then
  Length, then Out, then Apply, then figure out if I happened to hit the
  desired time.  This is super cumbersome.
