  Begin time of clip not adjustable

Status in OpenShot Video Editor:
  New

Bug description:
  After changing the IN time of a clip, the change does not affect the
  timeline properly.

  Maybe the issue is the wrong handling of German decimals as the
  setting will be changed to “-0.01” instead of “0,00”.
