Public bug reported:

I am running Windows 10 in english language, but locale(currency, time
etc.) is set to german.

When I set language to "american english en_US" openshot restarts in
german language, with the settings showing the following.

When I set the language to  "Australian english en_AU" I finally get a english gui.
