[Bug 1700615] [NEW] Export to Nokia nHD Mobile 360p profile is 360x240, not 640x360

Public bug reported:

Export to mp4 and webm as HD works fine.  Export to Nokia nHD / 360p
profile results in mp4 and webm files that Mediainfo says are 360x240
(i.e. 240p), rather than nHD (360p).

Ubuntu 16.04
