  make razor tool work only on selected track(s)

Bug description:
  At the moment Razor tool cuts the clips on the timeline on all the
  tracks, but it would be very useful if one could select specific
  track(s) so that the tool would work only on those.

  It's the feature which is present in e.g. Cinelerra where one can
  enable or disable track(s), so that operations are active only on
  those tracks.
