  New effect (wishlist) - follow/mask

Bug description:
  Feature request.

  Would it be possible to add a new effect that allows the user to
  specify a region (usually defined by a largely different colour from
  the rest of the image) and make another object (probably an image) to
  "follow" it, or else fill the region with a certain colour (possibly
  with a glowing effect)?
