Running through the 7541, I definitely think it just needs to be cherry-picked.

This one definitely appears in
http://docs.openstack.org/trunk/openstack-compute/admin/content/configuring-compute-API.html.
So my guess is that it hasn't been cherry-picked to stable/essex.

And this one definitely appears in

so it is getting built as expected.

Whew.

Does this one need to go to essex as well? Cherrypicking from diablo
to essex will probably end badly for this small a change. :)
