For Item 1, I have created a draft in the wiki: http://wiki.openstack.org/Governance/Proposed/ProjectToolingAndPractices . Please review and let me know any feedback you have or if I missed any key points from the discussions.

I would like to take the content of that page and add it to the previously approved project page (http://wiki.openstack.org/ProjectTypes) which already discussed some of the philosophy issues.
