As part of today's meeting new year resolutions:

"PPB meetings should happen only if agenda is confirmed on the -poc list
at least one day before the meeting (Monday, 2000 UTC)"

So you should assume the PPB meeting is cancelled if the chair (or
someone else replacing the chair) did not confirm an agenda on the day
before.
