  Allow fetching the default value of an opt without interpolation

Bug description:
  The nova/tools/conf/generate_sample.sh script creates a nice sample
  nova config file with all the options listed with their help docs and
  default

  However, the defaults values are interpolated - cfg should have an API
  for getting these values before interpolation
