Honestly, I think we might want to delete write_requirements()
altogether. I don't think it's beneficial... asign this to me and I'll
get it fixed up.

  New requirements never get written out

Bug description:
  write_requirements is failing to write out requirements.txt on a new
  virtualenv/checkout. Need to figure out what's going on.
