I usually see this error when there are not enough zones to satisfy the number of replicas in the ring.  
When you created the ring, your create command ended with three numbers.  The second number is the number of replicas.  You need at least as many zones as there are replicas.

when I reach the step of rebalancing ring ( at the end of configuring the proxy node) , after adding entries to rings,
and when I execute the command :
