Introducing the OpenStack QA team and project

Hello Stackers!

A group of contributors that share a common interest in quality
assurance and testing of OpenStack projects have banded together and
created the OpenStack QA project on Launchpad:

https://launchpad.net/openstack-qa

This project has a number of goals:

* Document where functional pieces of code in OpenStack projects do
not have specifications and help PTLs develop specifications for those
code areas
* Work with the project technical leads to identify acceptable metrics
for code consistency and quality, and work to add assurance tests that
validate new and existing code against those metrics
* Increase the quantity and quality of test suites that functionally
test a deployment of OpenStack
* Increase the quantity and quality of the unit tests within the
individual OpenStack subprojects
* Work on stabilization branches for all OpenStack projects, with a
focus on integration between the subprojects, providing patches back
into the subprojects with test cases and bug fixes

This is a lot of work, and of course, we are hoping to attract the
interest of developers and test analysts in the community that are of
a like mind! :) If you are interested in contributing in any of the
above efforts, please do join the QA team:

Cheers, and looking forward to some great discussions about QA at the
design summit in a few weeks!
