I think one benefit would be a greater breadth of contributors to OpenStack. As far as I know, the core components are written in python and this could limit the number of contributors to OpenStack outside of Swift, Glance, and etc. This probably isn't the best example but what about a logging service that does more than syslog or log4j or a rate limiting service used with core components. Services that are outside of the core but still of use to the core that is language independent. An OpenStack contributor could submit a blueprint to OpenStack - Satellite and the implementation could be in Ruby or some other language. To me, this goes back to the breadth of contributors to the OpenStack ecosystem.

Doesn't make sense to me... satellite projects are typically integration projects around a core not sets of dependencies for a core.

Perhaps I am missing something?
