Frans,

I actually deployed a OpenStack on HyperV compute cloud.

HyperV can only operate as a compute node.  Controllers and other OpenStack services need to run on your favorite linux distro.

It only supports flat networking, and basic functions to launch, reboot, and terminate  virtual machines.
