When i first had the problem i did not have it installed.
But then i installed it

root@nova-controller:~# ovs-ofctl -V
ovs-ofctl (Open vSwitch) 1.3.0
Compiled Dec 20 2011 18:08:01
OpenFlow versions 0x1:0x1

but the problem persists.
