Let's call it a doc bug - although that doc is a spec to indicate how the api should work. Still, we need to track this type of discrepancy so that we can be accurate on the API site. 

I can't log it easily this week (on vacay with only my cell phone) but I please log it on Openstack-manuals with a compute-API tag.
