Running Cloud Formation with Open Stack ?

I know that I can run Open Stack on AWS by changing the environment
variables etc for the CLI . (there are other methods too ). i want to know
if somebody has tried running the Cloud Formation the same way

(i.e.) Can I define a template and if I change the AWS_HOME variables etc
will the resultant VM's etc start on my local Open Stack ? Or am I missing
how the AWS Cloud Formation works ?
