Since the docs did not state whenever this step depends on previous
Chapter "Creating Credentials", I assume it is not.

But it fails:

root@nova-server2:~# euca-authorize -P icmp -t -1:-1 default
EC2_ACCESS_KEY environment variable must be set.
Connection failed
root@nova-server2:~# euca-authorize -P tcp -p 22 default
EC2_ACCESS_KEY environment variable must be set.
Connection failed

Hi Alexey, please log bugs (this is a doc bug) on the appropriate Launchpad project. The mailing list is not the best way to get movement on a bug report :)
