OpenStack Elections Spring 2012: nominations closed, registration to vote closed

Hello folks,

FYI we just closed the nominations for OpenStack PTLs and also we closed
the registration site to vote for the two PPB seats. 

Once we confirm the list of nominees we'll start sending out the
ballots. Look for a blog post later today.
