There already is some integration between the two. For example, you'll note that Gerrit auto-linked the string "bug 941943" in the change log, a similar thing happens with blueprint names. Also, once patches are accepted, if there's a corresponding linked bug or blueprint in launchpad, then Gerrit will automatically add a comment to the relevant bug or blueprint.

I'm not sure why pip is failing, that's how I usually install it. Have you tried cloning from https://github.com/openstack-ci/git-review?
