Yes, apparently the Horizon E4 tarball is very incomplete.
Unfortunately, nobody seems to actually test the milestone-proposed
tarballs, so this kind of issue is only detected after publication. The
fact that the directory structure was silently changed just before E4
doesn't really help either.
Follow https://bugs.launchpad.net/horizon/+bug/944763 for progress on
this issue.
