The design discussion on Quantum L3 support will be at the OpenStack Folsom
Design Summit in April.  I'm not familiar with the proposal to discuss it
at PyCon, but if some people want to do some preliminary discussions to
organize their thoughts on L3 that they will present at the main summit,
thats fine by me.  Just be aware that there will be many people at the
summit who have also been doing a lot of thinking on the topic, but who
that probably won't be at PyCon.
