Can you include your config?
The behavior you're describing seems to be consistent with a missing backers configuration ...

Something like:
[identity]
driver = keystone.identity.backends.sql.Identity

[catalog]
driver = keystone.catalog.backends.sql.Catalog


Also, where/how are you installing?
