Hi ,

   Make sure you have the following package(s) installed  on quantum server  host as well as any hosts which run the agent (-- Python library dependencies).

   1. python-configobj
   2. bridge-utils 
   3. python-mysqldb
   4. sqlite3

This should solve the issue.
