Trying this has helped, somewhat:
keystone --os_username=admin --os_password=password -os_auth_url=
http://192.168.1.50:35357/v2.0/
--os_tenant_id=6bda9db28517438b8bb1f1d8cd22ddb2 service-list

Why am I getting an empty service list?
/etc/keystone/default_catalog.templates looks like this, with
http://192.168.1.50 substituted for %SERVICE_HOST%
https://github.com/openstack-dev/devstack/blob/master/files/default_catalog.templates
