route problem in multi-host enviroment

there are two zone with fix IP:

Zone1  10.8.0.0/23
Zone2  10.9.0.0/23


there are some network host in each zone, and the vm in same zone can
own different  gateway.

if i need to route VMs in zone1  with VMs in Zone2, how can set it?
