Sorry for the top post.
FYI, in folsom we modified reboot to do a lot of the below for you, so you might be able to get away with:

and then:
nova reboot --hard <uuid>
updating the libvirt.xml is probably still valuable, but the nwfilter and such should be recreated for you automatically.
