i didn't edit my local_settings.py, i just disabled the quantum then i
restarted apache and memcached services.

Substitute your own IP for keystone and a valid token.

are you sure? -- it looks like your service catalog is missing
the 'identity' service entirely... can you paste the output of
the following two commands?:
$ keystone service-list
$ keystone endpoint-list
