set Server CPU, disk IO, Bandwidth consumption limit for instances using the new feather of nova!!!???

Hi sir,
       I have a very troublesome problem:when I input "nova-manage flavor set_key --name m1.small -- key read_bytes_sec --value 10240000"etc into the terminal in order to limit CPU,disk IO,Bandwidth consumption.Then I restart some relative service,such as nova-compute etc.
