Hi, all

Recently, I find out that when the instance with some metadata or system_metadata was deleted, but instance_metadata and instance_system_metadata these two tables are still keep the metadata and system_metadata deleted=0 (means these datas are not deleted).
I am a little confused about this. Is this a bug or other somethings ?
