U can try anvil<http://anvil.readthedocs.org/en/latest/> also, its similar but I built it with the goal to do uninstalls/starts/stops from the start.

Your mileage may vary though :-)

There are configuration files under /etc for components that you enabled when you install devstack. such as /etc/nova, /etc/glance, etc.

if I would like to wipe, remove and purge everything devstack installed and configured what should I do?

rm -rf /opt/stack
rm -rf /usr/local/bin/

what else?
