All packages that land in the cloud archive originate from the Ubuntu
release associated with the target Openstack Release:
folsom -> quantal
grizzly -> raring
So before a change can land into the cloud archive, it gets pushed
either as an SRU to a released version of Ubuntu, for example 12.10
for Folsom updates, or to the current development release during
Openstack/Ubuntu development.
Assuming that you already have a bug report in launchpad, you can add
the 'cloud-archive' project to the list of projects effected by the
bug and raise a merge proposal against the correct branch - see below:
