If you've installed a newer version of python-boto into the image, it
would be possible that you're hitting bug 1068801 (http://pad.lv/1068801).
But the stock Ubuntu 12.04 images should be using a suitably old version
of boto.
Other than that, I've not seen any issue like this in cloud-init.
