You are right, If you just put 
> compute_scheduler_driver = nova.scheduler.filter_scheduler.FilterScheduler
in nova.conf. And not explicitly set 'scheduler_default_filters', it's value will be ['RetryFilter', …,'ImagePropertiesFilter'] default. 

So all your host should pass these Filters.
