I'm not work in keystone, but I have build swift&keystone successfully. The
two sample conf could help your understanding
https://github.com/openstack/keystone/blob/master/etc/policy.json
https://github.com/openstack/keystone/blob/master/tools/sample_data.sh
inside the script, swift service and swift user is created correctly.
