br-int not recreated after compute node reboot
I have a fairly fresh Folsom install on Quantal with just a couple of test
virts. In preparation for setting up Ceph, I upgraded the kernel to
linux-3.6.11 on my compute node, then rebooted. But, as the subject
suggests, this went very badly as br-int wasn't recreated.

The bridge shows up with ovs-ctrl and I have br-int setup in my
/etc/network/interfaces file like this:
# Integration Bridge
auto br-int
iface br-int inet manual
up ifconfig $IFACE 0.0.0.0 up
down ifconfig $IFACE down
So when my test vm's come up, they obviously don't get an IP. The
bridge-bridge is missing.
