[Ceilometer] Can not start agents, can't find a publisher manager

I`ve a problem with the ceilometer agents. When I want to start one, it can`t find a publisher manager('meter_publisher').
The whole error is :

CRITICAL ceilometer [-] Pipeline {'publishers': ['meter_publisher'], 'interval': 60, 'transformers': None, 'name': 'meter_pipeline', 'counters': ['*']}: Publishers set(['meter_publisher']) invalid

Is there a solution for this problem? It looks similar to https://bugs.launchpad.net/devstack/+bug/1131467
